Job Purpose.

MICRA partner the University of Birmingham are involved with delivering the National College for Advanced Transport and Infrastructure. The College is currently recruiting.

The Director of Corporate Services will lead Corporate Services ensuring the provision of economical, efficient and effective services to NCATI. As a member of the Senior Management Team, the post holder is responsible for leadership of all corporate services including Finance, Human Resources, ICT, Estates and Health & Safety.

Main Duties and Responsibilities.

  • To play a key role in contributing to the overall strategic direction of the College.
  • To inform the planning process by participating in the development of the College’s Corporate Plan.
  • To participate as a member of the Senior Leadership Team and contribute to the overall management and development of the College.
  • To work as part of the Senior Leadership Team to enable the achievement of the College’s objectives and targets as set out in the Corporate Plan.
  • To be accountable to the Principal for financial management and all non-academic compliance including all relevant external reporting.
  • To be accountable to the Principal for all corporate services.
  • To take the operational lead on the development, implementation, monitoring and evaluation of cross-college strategies as and when required.
  • To work with the University of Birmingham (UoB) and other UoB Group members to maximise the benefits of the UoB Group structure.
  • To have delegated authority to undertake duties on behalf of the Principal and act as designated Deputy in the Principal’s absence.

Strategic functions

  • Support the Principal and the Board in the development of NCATI’s strategic plan.
  • Provide leadership in developing the business plan and business model for the running of NCATI.
  • Provide financial leadership of NCATI.
  • Develop and oversee risk management strategies and actions.

Operational management

  • To lead on all aspects of financial management, planning and reporting, ensuring that NCATI develops a successful and sustainable business model and capitalises on all relevant funding and commercial opportunities.
  • To lead on and set the agenda for the Estates Strategy, ensuring that the NCATI estate meets the curriculum and business requirements of the college.
  • To lead on Marketing, ensuring the development of a Marketing Strategy which is attractive to learners, employers and partnership, promoting the NCATI brand and offer to all relevant parties.
  • To lead the ICT strategy, ensuring that the college ICT Strategy meets the curriculum and business requirements of the college.
  • To take responsibility for the management of Business Continuity.
  • To be responsible for Student Services ensuring that learners, staff, customers and stakeholders receive a positive customer centred experience that meets their needs.
  • To be responsible for the development of the college Human Resources and Organisational Development Strategy, ensuring that the strategy supports the delivery of the college’s overall mission, objectives and financial strategy.
  • To support the Principal on all aspects of Equality, Diversity and Inclusion by setting and implementing appropriate policies.
  • To lead on the industrial relations for all college employees, consult and negotiate with representatives of the recognised trades unions on a range of employment and HR related issues.
  • To lead on the delivery of the Health and Safety Policy.
  • To be responsible for performance management, ensuring there is a strategic policy framework and golden thread of performance management which supports the tackling of underperformance issues.
  • To lead on the College’s statutory Freedom of Information requirements.
  • Deliver the effective operation of all financial planning and other management controls needed to ensure the efficient utilisation of the physical and financial resources.
  • To develop staffing requirements, targets and staff development within the annual business planning cycle.
  • To maintain strong working links with external stakeholders, awarding bodies, employers, funders and industry partners as required by the Principal.

Management and Leadership of People

  • To act as a line manager for staff within HR, Finance, Corporate Services and Governance, motivating and coaching staff to achieve, improve and develop to their full potential.
  • To appraise staff, ensuring training needs are identified, effective feedback is given and underperformance is addressed.
  • To undertake/ensure that Human Resources processes and procedures are implemented including recruitment and selection, absence management, probation and induction. Ensure the delivery of an efficient business support area which meets the needs of curriculum, learners and employers.
  • To ensure that effective communication takes place across the area of responsibility, good practice is shared, problems are raised and solutions identified.
  • Physical/Financial Resources
  • To be an authorised budget holder and be responsible for the deployment of resources, drafting and monitoring of budgets in accordance with Financial Procedures.
  • To manage the overall College budget and associated business planning, monitoring and reporting.

General

Qualifications

  • Professional accountancy qualification with evidence of, and a commitment to, ongoing self-development and training.

Experience

  • Experience of supporting strategic planning and leading business planning for an organisation of comparable size and complexity.
  • Experience of setting corporate objectives and managing resource to achieve those targets.
  • Experience of financial leadership, management, monitoring and reporting.
  • Thorough knowledge of and significant experience in managing corporate services to achieve corporate objectives in an organisation of comparable size and complexity.
  • Strong financial management and reporting skills and proven commercial acumen.
  • Experience of partnership working, including negotiating, communicating and joint working with internal/external organisations to achieve outcomes.
  • Familiarity with further education funding sources and their regulation (desirable).
  • Experience of contributing and reporting at Board level.

Other

  • Work outside of standard hours including evenings and weekends may be required from time to time.
